A herbal tea contains no tea. It is made of sheets of various other plants, alone or mixed together or with flowers or fruits, with added spices.
If you mean the tea leaves that have been mixed with fruit, it would be "the fruit to" ("the red fruits," for example).
You can also find the spice, cinnamon tea, mint tea .... etc. .. etc. ...
